Is Haste off the hook broken?

Timer icon still appears on screen, but the speed boost definitely doesn’t seem to be there. People who rescue me off the hook run at the same pace as me - it’s weird. However, if they get hit by the killer their haste is clearly visible. Am I missing something? Has off the hook haste always been slower and I’m only now just noticing?
