Remove Pointless Perk Penalties
As someone who likes to run niche, underused perks, it frustrates me that some of these perks still have major drawbacks that make them feel terrible to use.
Technician is one example. The main point of the perk is to prevent the generator explosion when missing a skill check, but not only do you still get the full regression penalty from the missed skill check, but you also lose an additional 3% progress. This effect doesn't make sense for a "technician", and it also makes Technician a downgrade over the default in many cases. Sometimes blowing up a gen might summon the killer unintentionally and put you in a tough spot, but if the killer is chasing other survivors (for example), and especially if you have fewer hook states than the survivor being chased, you'd absolutely prefer a loud noise notification to 3% more regression. If anything there should be a slight reduction to the base regression penalty, as this makes sense thematically for a "technician" who managed to avert a generator explosion, and it would at least provide better value to people with who can't reliably hit skill checks (e.g. brand new players, people with very underspec'd PCs).
Calm Spirit is another example. Preventing screams and not disturbing crows is niche, but it can occasionally provide real value against certain killers and builds. However, the 30% reduction to totem cleansing speed is a massive and disproportionate debuff for the benefit of silently cleansing totems. All totems and chests benefit from faster action speed, but only a few benefit from quiet actions, especially when you must do so at 30% reduced speed. This is especially true for totems given that all progress is lost if you're chased off, and the killer is likely to see the aura of any totems worth protecting. This drawback is so crippling that the perk feels unusable in its current state, even if your intention is just to prevent screams and not to disturb crows. It's a downgrade over the default in many matches.
Dying Light is a final example. It can feel really terrible if you get off to a slow start, as you're not able to much of any value from it while it can actively benefit the survivor team by helping them reset more quickly. You're more likely to get good value out of it in matches you're already winning, and in that case you probably don't need it. I'd like to see it reworked somehow.

Deadline. Getting 10% more skillchecks should not require injured state AND make -all- skillchecks harder. One of the two would be fine, but the pair combined is just needlessly overburdening it.
