constant rubberbanding and stuttering?

This is a problem ive had for a while and I havent seen this occur with any other players. I seem to be the only person who has this issue where I just stutter a ton while playing survivor and its becoming irritating to look at and making the game more difficult to play overall. I only ever have this when I play survivor hasnt ever occured when I play killer.

    I've been having connection issues as killer. I thought it was because of my internet provider but other people have been having issues too
