Do you build condemned in a locker

I just played a game where I got full condemned in a locker, and of course killer instinct gave me away.

I thought I was fully in the locker but I didn't record it and honestly I'm not 100%.

Do you build condemned while in a locker? Or did I just get into the locker too slow?
