Event: Insta down via event ability + M1 intended?

Is it intended that you can use the killer's event ability effectively simutaneously with an M1 leading to an undodgeable insta down if you're in M1 reach?

Because if it is, I think I'm done with surv side in this event already; just plow through the minimum required challenges of the event tome to unlock what I want to unlock and then not touch it with a ten feet pole.
