Why is there a 30% discount and not 50% on some survivors/killers?

i read something about "30% to 50% most licensed characters released before July 16, 2024". But i don't understand why is Leatherface 250 and Ghostface 350. Both of them were released before 2024, right?

    maybe because of the popularity? probably people buy ghostie way more when he is in normal price but bubba gets purchased way less so they make him cheaper to encourage people buying him?

    Why are the prices different for licensed ips? Simple, the prices are determined by the Licensed Holders.
