Self-care efficiency lv1 > lv3?

So, I noticed that the efficiency for healing items in Self-care is 45% in level 1, as opposite to 25% in level 3.

Why is that? It doesn't make any sense to me

    Probably messed up the text when they were testing those Self Care changes.

    @ModernFable is right, its was a tentative change to sc but they pull it back and probably comes back as a general perk for all survivers but right now self care is the same as it was.
