Mounting Flashlight Resistance

I feel like, of any one mechanic in the game, no one has the capability to ruin a players day in the way flashlights do. Counterplay exists for them, and one or two survivors bringing in a flashlight to use it definitely are not a problem. However, if the survivor brings in a flashlight with intention to fish for blinds, let alone multiple, its very easy for them to nullify counterplay and force the killer to give up on chasing or hooking entirely. However, I can't sincerely suggest that they be removed or hard nerfed. Survivors need a way to fight back, and their inclusion does make the game more dynamic and thrilling.

So, what could be done? I think it would be interesting if flashlights all blinded the killer slightly faster, maybe even fast enough to make attempting a blind outside of an animation lock viable, but each time the killer gets blinded, the time it takes to blind them increases.

What would this accomplish? Simply, flashlights would remain a strong 'X factor', keeping those thrilling moments where a last second save changes the direction of the game, or the right pallet stun completely wins you a chase, but prevents flashlight stacking or save baiting players from completely shutting down the game for killers.
(note- I did put this in discussion instead of suggestions because it's an idea that I want to see discussed before I can sincerely suggest it.)

    Goodness gracious like are you serious? You already have your solution which is lightborn so no leave what one thing we have to defend ourselves be which is nullified by a perk that takes 0 requirement to activate, yall already have smaller size pancake maps and 90% of the pallets in all maps cept the game now is unsafe. I swear then people ask why I always say apparently killers want us to start the trial with 2 hook each injured so we can get down and hang cause like what are we suppose to have?

    I actually also really hate lightborn, and my dream is for the perk to be changed completely once it's no longer necessary. I know I sound like a killer main but most of my time is in survivor, and this take is rooted in how I see flashlights play out from both sides. the fact that killers have a perk that just completely denies survivors the limited-resource item they chose to bring in to the match is completely ridiculous.
