Do not attempt to add this perk to the game in this state. This perk is another auto-lose for SoloQ.
Examples:
-Go unhook suicider —> suicider use this perk on you as revange and run into killer to die—> Profit??????
-SWF use this perk to troll SoloQ player
-BabyMeg will use this asset and doesn't know how it works
-Overall more toxic in SoloQ games

I think it's quite good actually but only if you not getting exposed when using calm spirit with it is intentional.

It's fine for SWF. But it will hurt SoloQ even more. Remember SoloQ is really selfish. If someone use this perk on me I don't see a reason to play this match anymore.

How are people going to troll other Survivors by giving them an extra hook state?

OP thinks that there would be people who want to go into the next game who run around and giving up their Hook Stages to people on the Hook.
E:g. you are on the Hook, that Feng wants to leave the game, so she runs to you and uses this Perk to give herself a Hook Stage.
But I also dont really see this as an issue, players who want to leave the game would do it anyway, but this way you as another Survivor would also get something out of it.

You won’t troll anyone by giving them a hook state.
They will troll you, by wasting it.

You clearly dont understand how this perk works. The perk can only be used by the unhooker, to transfer teammates hook stage to themselves. So no, a suiciding meg cannot give you her hook stage as revenge because you saved her because not only can the perk not be used by the unhookee, but it takes a hook state AWAY from the teammate its used on.
