State of cheaters and BHVR action

I've been seeing more and more cheaters lately, like people running at the speed of light, survivors that make your killer slide across the map at crazy speeds (like to the other side of the map in a second) uncontrollably the moment you pick them up, etc.

Today I actually got one of these cheaters engaging in the post game chat, and when I mentioned I got it in video, they basically mocked behavior for not hardware banning and just being very lenient on their punishment and that they'll just be back in 2 minutes.

So here's the thing, why doesn't BHVR hardware ban? And if they do, why do they require so many offenses before they take actual action? Why are they so lenient? This person did not sound like they were on their first ban. And will probably be back as they claim.

I'm hiding the name because I already reported them properly with video so there's no point in risking the thread being taken down because a player name is in it.
