Borrowed Time Bug, Fixed?

Kinda self explanatory but I really like using Borrowed Time. Lately the perk has been bugged, where you'll get the unhook, the borrowed time symbol will show up, the timer will be counting down and the person still gets knocked down.
I know there was an update on the patch notes, I was confused by the wording and wasn't sure if they fixed the bug or not.
