    Yes to Legion, No to Vecna

    Legion is an m1 killer.

    While most of Vecna's hits are basic attacks, he has several unique tools in his kit that help him get hits and as such he does not really play in the same way that other m1 killers do, so I don't really think of him as an m1 killer for that reason. Whereas Legion can injure you with his power but in most cases has to play pure m1 to down you.
