I haven't played much of Houndmaster, so I'll save my thoughts on her for later. I am a Dracula main though, so I'll give you my current build.
Perks: Lightborn, Dark Arrogance, Bamboozle, and Oppression.
Add-ons: Sylph Feather and Ruby Circlet.
You are free to replace Lightborn with another perk if you so choose; I just prefer the peace of mind. Dark Arrogance and Bamboozle together work beautifully to shut down loops and keep up chase, forcing survivors to use the pallets, which you can then use to your advantage with the Hellfire spell.
As far as Houndmaster goes, two perks that I like running on her are:
Discordance, so you've info on where to send Snug.
Rapid Brutality, since you can just use Snug to make them com to you.

Friend, there's no such thing as a bad Killer if your mindset isn't comp. Embrace the casual Killer mindset, do not play Killers like Skurchent or Legion to win. Play those Killers for funsies.

The hound master is a fun killer to play. It can be hard to play at first, but when you play the Houndmaster more and more, it gets easier. So if you ever get frustrated playing this killer, remember that practice makes perfect! It’s a really fun killer to play.
The dark lord is definitely one of my favourite killers! When playing this killer, I suggest not focusing on one ability. For example, don’t play as the Dracula for the whole match, experiment with the wolf and the bats! All the abilities are so cool and fun!
