A
I think it's an A, Hag is outdated but she was a solid killer for a long time, Ace is one of the most successful male survivors ever and Hexes were a fantastic addition to the game. The swamp maps are a cool concept but are flawed in practice but hopefully the rework fixes that.

Hag is a solid killer, and has aged well. She is cannot be considered the best in the game, but she is not bad compared to the rest of the cast.
Her perks were really interesting at the time, as they introduced the hex mechanic to the game. For years, Ruin was a cornerstone of the meta, and even though today it is a useless perk, it held the metagame together for a long time. Another perk of her Devour Hope, is still good and a fun perk to use, which discourages killers from camping, which is always good.
Ace is a nice survivor. It is kinda weird how he has a built in Iron Will, but is not that extreme. His perks are not good, but fortunately there is nothing offensive there.
As for Grim Pantry, it is one of the few old maps that never got reworked, and compared to everything else we had at the time, it was not a bad map.

One of my least favorite chapters, it introduced the Hag, one of my least favorite killers and her perks which, although good, doesn't make up for her. Ace, despite his god awful luck perks, is the only reason this isn't in D or F. Ace is just an amazing character, plus, built in Iron Will? I'll take it.
The map… ehh, it's alright, not my first choice but certainly not my last.

OP's ranking: B tier
This chapter for me had positives and negatives in all its aspects, but it was still pretty decent regardless. Hag today is seen as pretty boring to play as, but equally when compared to some of the other killers we have she is rather balanced and not controversial. Ace is one of the most popular male survivors in the game with his unique personality and his luck theme, but his perks weren't that great and still kind of aren't to this day. Backwater Swamp when it first came out had that eerie horror movie vibe to it which did make it feel special given that this released around the time when DBD was still scary to many, but it had a ton of problems with its size (although this did eventually get ironed out) and doesn't really hold up today with there being a widespread demand for it to get a graphical rework, more than any other maps. The chapter also introduced us to hex perks, which to this day still hold up very well and still make for some very fun perk builds on killer as well, so that's good.
