What makes an Ultra Rare Set an Ultra Rare Set?

Even though the developers said in their livestream, that the Junji Ito Skin for Dredge will be a very rare skin - like the ones for Kate, Yun-Jin, or Twins - it became an ultra rare set despite having no special sounds or animation. The same happened before with his toy set and I wonder what are the requierements for a cosmetic to become an ultra rare and not a very rare set?
I don't want to talk about the money but rather about the quality because it is kinda sad that some skins are ultra rare and have unique sounds or animations or even very rare skins have special sounds/animations but then some ultra rare skins have nothing special.
