Changes that would make Nemesis more fun and unique to play
In my opinion nemesis is one of the most boring killers and biggest let downs in dbd. He is a very cool killer that just doesn’t have much going for him. Here are some changes I would do to make nemesis more fun to play as and against
1: Zombies
Zombies is nemesis most unique part of his kit but they are not that useful all the time if ever. I am not going to say fix the AI because you don’t want this game to become a PVE so I would
-Add a 3rd or even 4th zombie in the trial
-Basekit counter measures are added in the form of flashbangs ( they do not effect nemesis ) that spawn in lockers or something
They took away flashlight interactions on nurse, wraith, and hag so lets take them away from nemesis kit
2: New secondary ability DASH
-Press secondary ability button to start DASH
-In DASH run at 7.82 m/s ( like oni ) with turn degrees more like billy
-DASH lasts for 6 seconds defaultly and adds 1 second for each survivor infected
-Dashing through a pallet will make nemesis jump over it
-When dashing through walls DASH stops
-DASH has a stopping time like fly of vecna or more to prevent annoying gameplay
-nemesis cannot damage survivors when running but if nemesis dashes through a survivor they get injured and if already injured go to deep wound ( this will not happen much and is simply here to prevent trolling/blocking when nemesis dashes )
-Addon changes to incorporate flashbangs and dash
This is a outline of what I would like to see. Numbers of course can get adjusted but yeah be pretty cool.

You are right, zombies really need to be more interactive to feel fun to go agaisnt, not only for survivors but for Nemesis too. Although I think the flashbangs are unnecessary, a simple button interaction for the survivors would be enough:
Zombie speed from 1m/s to 2m/s. Healthy survivors can put them on the ground for 10s by pressing the interaction button within 1,5m from them, they will wiggle with the zombie for 5s while facing continuous skillchecks (like Vecna monter chests). Now Nemesis can press secondary ability button to roar loudly and call the nearest zombie within 32m to his location. This cannot be performed near hooked survivors.
If Nemesis ever gets a dash/sprint burst ability to traverse the map or catch up to survivors, then I think a tentacle strike nerf would be needed so he isn't that oppresive:
Now Tier II increases the tentacle range to 6m and speed while holding it to 4m/s. Tier III makes the tentacle break pallets.

Being able to call your zombies would be sick. Yeah his tentacle strike pallet breaking will have to be moved to tier 3 with these buffs
