Basically I purchased Surge from the shrine while I was on console, now I am on PC all the characters that I already unlocked it in the BW with still have it but it will not show up in any BW for killers who had not already got it, So any new character I get now I can't get surge. Is this something I should make a bug report about or is it a known issue?

From where did you do the cross progression? What was the console you were using before?
