Bloodweb Won't Progress

SUMMARY OF THE ISSUE: I used my bloodpoints on Dracula, and the 2nd bloodweb is bugged and will not let me progress any further. One of the items on the web is completely missing and the automatic purchase button won't work. Mind you, I have 70k bloodpoints. I've tried restarting my game and console and the issue keeps happening.
PLATFORM: PlayStation 4
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: I was just leveling up my killers like normal then all of a sudden the bloodweb on my Dracula bugged out and now one of the circles is completely blacked out, no item there or anything and it will not let me progress any further it keeps resetting level 2.
