No idea how popular this opinion is, but I really like Legion in 2v8 (And I think it's balanced)
I will admit I was a bit iffy on Legion in 2v8 at first, I thought it was going to end in one of two ways
- Legion will be comically overpowered and keep the entire team injured and mending the entire match
- In order to avoid conclusion 1 BHVR would basically Skull Merchant Legion to make sure that a killer designed to run fast and chain hits wouldn't be able to run fast and chain hits very often
To my surprise, BHVR actually managed to keep Legion fairly balanced, and, more importantly, fun as hell. Legion in 2v8 works like this
What this doesn't mention is that Legion's bonus speed from chaining Frenzy hits isn't capped, at all, meaning that Legion's max running speed goes up from 6.0 m/s with 4 hits, to a staggering 6.8 m/s at 8 hits. I don't really know how to explain how it feels chaining hit after hit after hit with Frenzy, going faster and faster and faster until you reach a point where Survivors can't outrun you even with Escapist's Sprint Burst…it just feels really, really fun. Plus this fun factor has practical benefits, Legion, in the perfect scenario, can keep a entire 8 team of survivors injured the entire match, and while this doesn't help them that much in the 1v4, in 2v8 it turns them into my favourite kind of Support character, the kind of Support character that can actually DO something beyond helping your teammates hog all the damage numbers (Can you tell I've been playing a lot of Marvel Rivals and been playing almost nothing but Invisible Woman and Mantis whenever I play Support?) Legion both helps your teammate secure downs by helping them deal with the first health state, while also providing minor slowdown, underrated tracking if you have comms, and can also get downs both on that glorious 9th Frenzy hit and with just basic m1s. Legion is the reasons why I love Deathslinger in 2v8 cranked up to 11, being able to both work well with your teammate as well as kick no small amount of ass on your own just feels really nice.
Now, with my reasons for why I find Legion fun in mind, and after seeing the general consensus on Legion somehow "Ruining" 2v8, here's where I have to explain why I find Legion balanced, I won't deny Legion in 2v8 is annoying, but that's because Legion in the base game is annoying, nothing fundamentally changed about why they're annoying, the reasons why they're annoying of going faster then you and keeping you in Deep Wound half the match has just been amplified by doubling the survivors in play. Annoying? Sure, but Overpowered or "A problem"? Not even close, Legion in 2v8 isn't some miracle worker that guarantees the killers win, sure it makes it easier because they are without a doubt a S tier Support character, but they're just that, a Support.
If the Legion's teammate isn't very good, there's no one to capitalise on Legion's pressure, if they want to commit to a down they either have to get 8 hits with Frenzy before they reach you, which, while easy, can be made more challenging by survivors splitting up as well as what map you get (Good luck getting 9 hits on RCPD that's all I'm saying), or turn their power off and commit to you as a standard 115% with whatever Class they picked. Plus there is plenty of counterplay even to a good Legion.
- What works against Legion in 1v4 does still work against Legion in 2v8, camping pallets, splitting up, not immediately recovering the Deep Wound, and bodyblocking while in Deep Wound all work, and while it's less effective because Legion can run so much faster, Escapist's Sprint Burst and holding W does still work against Legion to a degree.
- I really don't know why I have to say this, but some of you need to hear it, Pay Attention, that's it, that's one of Legion's biggest counters, keeping your head on a swivel and knowing when they're in Frenzy will help you deal with them a lot easier, once the Deep Wounds start piling up you should make it a priority to know where Legion is and get as far away from them as humanly possible, Legion runs very fast but it only lasts for 12 seconds, you don't even need to do what I do and keep a count in your head for how long they've been off cooldown so you can know when they might Frenzy again, just track the Deep Wounds and Run away.
- Want to counter Legion's existence entirely? Get off of Escapist and Guide for once in your life and play Medic, hell get some of your friends to play Medic, even having one good Medic on the Survivor team can cut a Legion's effectiveness by half, the best way to counter quick injuries is quick heals, and nothing does that better then Medics, seriously, Medic is a underrated class in 2v8, if more people played that instead of clinging to Escapist and Guide because "Muh Sprint Burst" and Youtubers showing off really quick gen completion that one time maybe Legion wouldn't be kicking your teeth in as frequently.
I think the main issue people have with Legion is the same they had with pre-butchering Skull Merchant, that being that your teammates being idiots and feeding the Legion, meaning you have less options to counter them when they start going for you, I have had so many clips of people just standing still and letting me get free Frenzy hits, and then that translating to me getting a free down with Frenzy on some poor shmuck on the other side of the map, all because their teammate gave me a hit that let me run at Sprint Burst speed and there is absolutely nothing they can do about it. This does not make Legion overpowered, this makes their power rely almost entirely on Survivors being idiots, which, in 2v8, is extremely common. But that doesn't make Legion overpowered, that makes your teammates idiots, or you look like a idiot because you're the one not doing anything and feeding the Legion, or jumping into a locker because you have no idea how Killer Instinct works, or just standing still and hoping the Legion kills you because for some reason you feel the need to go next in a limited time game mode. That's not a Killer problem, that's a Survivor problem, don't blame the Killer for your teammates not knowing how Legion works, blame BHVR for not having tutorials for how the killers work.
Now with that rant out of the way, here's some other random stuff, beginning with a tierlist for the other killers based on how well they synergise with Legion
Spirit is a instant S tier, A good Legion paired with a good Spirit is a nightmare to go against, Spirit's primary counter is staying healthy and quiet, Legion makes survivors injured quickly and often, and since there's barely any Stealth perks in 2v8 a good Spirit can easily capitalise on Legions injuries and have a field day.
All of the killers in A and B tier are fairly self explanatory, A tier has the mobility killers and B has the non-mobility killers, Deathslinger is in C tier for a simple reason, he's the only killer that inflicts Deep Wound besides Legion, and since Deep Wounds can't stack there is a non-zero chance your teammate can actively screw you over, it's happened to me a grand total of once and communicating with your teammate in the pre-game lobby helps a ton in ensuring it doesn't happen, but it can still happen, and finally there's Hillbilly in D tier for another simple reason, he's a high mobility killer with a insta-down, he doesn't care about people being injured versus healthy because he can down them regardless and take away targets for you to stab, Hillbilly won't completely screw you over but he definitely does not work well with Legion compared to everyone else.
Next, what Classes you should play, unironically I have found the best results with Shadow, the Undetectable on one of the most human killers while your teammate is distracting people leads to very funny and cheesy hits, plus there's a unsung bonus, if you pick Shadow and are constantly giving away the Undetectable to your teammate, that means your teammate can't also pick Shadow and give YOU the Undetectable, which is a massive benefit since Undetectable completely cuts off your Killer Instinct, which has cost me Frenzy chains more frequently then I care to admit.
And with that, I'm done, I like Legion in 2v8, I like them a lot, I like running fast and stabbing, I just wish I didn't have to listen to the default chase music and had Legion's instead, that would make the experience way more fun.

II'm Agreeing with a lot of your points here. Seriously, the medics are so helpful against them.
I won't lie, I've been grabbed multiple times by Shadow Legions. However, I think Enforcer is the best value class for Legion. If you are comfortable playing m1 killers the 3% haste puts in a ton of work. B

I actually would concur a few things:
1. Trapper should be up a bit. If you have a good Trapper, you can very easily go from hitting 5-6 survivors with 1 frenzy to 7-8 because they get trapped. And while that might mean no downs, the hardest part for legion is getting the first 3 hits. Trapper would need a bit of a buff in 2v8 (I would say self-resetting traps and starting out with all traps would be good, because now a LOT of time is wasted collecting traps and resetting them, which is a real shame, but that's another discussion)
2. I would reduce the amount of hits needed for a down a little bit, back to 7. Because then the 8th hit on the 8th survivor would be an instadown. Right now, getting that 9th hit is actually quite difficult, especially if there are any bots since they will go to the corners of the map if they ever notice a frenzy, but reducing it by 1 or 2 hits would make him genuinely good. I dont really see him being annoying in general, the only people who find him annoying are people who think 1 healer is enough. Everytime I faced a legion, I ended up winning because of green herbs or having 2-3 healers who instaheal teammates consistently.
3. I do think killer instinct during frenzy should apply to nemesis zombies. They react to Wesker's spray because for some reason Wesker's spray and Nemesis' vaccine are global to all killers, and Legion isnt. Which is understandable because it would basically be like giving your opponent free aura reads for the next 20 seconds on everyone who isnt deepwounded, but those zombies should definitely have synergy with it as Nemesis isnt too strong (unless there are 0 scouts, because then Nemesis is godtier)
I do think he is slightly weak considering everything, just like Trapper is slightly weak. They can both be the reason you win or lose the match depending on tile RNG and mapsize.1 -

Thus far I've only found Legion annoying with Wraith...
However that's more Wraiths fault than Legions, cause you often can't see him coming, he uncloaks so fast you can almost never reach safety or greed pallets as he uncloaks, and even pre-throwing or instant-throwing does nothing unless you wait till the last possible second for an extremely risky stun, because he breaks so fast while cloaked you get nowhere.
Spirit is extremely good with Legion, but I've felt like I can still try and outplay Spirit, and she gets discombobulated with all the noise in 2vs8 often... but Wraith doesn't care about noise, and mostly you just die unless there is an escapist nearby.
