This is what BHVR want killers to do in Phase 2 update
Killers can only hook the survivor who doesn't have a hook stage yet. You can't slug, tunnel or camp. Survivors who already have a hook stage are immune to hits. If all survivors have a hook stage, the immunity wears off until they are in second hook stage and the other survivors have yet to get to the second hook stage.
That means the killer have to hook the survivor one by one until everyone has reached the full hook stage which the killer can finally kill a survivor.
That's what BHVR ultimately wants. That's what survivors wants. 24/7 4 survivors escaping the trial.
