Is there any reason for the Devs not to randomize items and add-ons in chaos shuffle?

This is the 3rd (or even 4th?) version of Chaos Shuffle, and there are still no radomized items or add-ons, even though so many players have been asking for them since version 1. As far as I know, the developers have never commented on this or explained why they keep deciding against it. I'd be extremely curious to know why.
There are randomized perks, yes, but other than that, it doesn't really feel like fun chaos when every player can choose to bring their strongest items/add-ons and sweat like crazy with them.
It feels just as sweaty as normal mode, the only difference being that there are hardly any meta builds.
I don´t expect an actual answer from the devs but I´ll keep asking anyway …. why we can´t have randomized items and add-ons for REAL chaos ?

Yeah, I dont understand this either. At the very least those things should just not be useable, but randomizing them would be fine as well. And Offerings of course, even tho this might be resolved when Map Offerings dont guarantee a Map anymore.
Because currently it is indeed the case that those who want to sweat will just bring the best stuff and a Map Offering.
And I dont even understand why this is the case - the Devs brought back Chaos Shuffle three times, this is the fourth time we have Chaos Shuffle. The first time they said they did not want to do any changes because they wanted to bring the mode back quickly, which is fair enough. But now we have it the fourth time and no changes. Meanwhile they made changes to every version of 2v8 and the one time Lights Out returned they also made changes to this.
At this point it seems like the Devs are fine with players sweating in a funmode.

It was understandable the first time.
If I'm not rolling Scratch Mirror and Judiths Tombstone then it's not chaotic or shuffley enough

Well killer addons can't be randomised because they change how the killer plays and that will feel god awful. Now survivor items really should be, because stacking decked out items in a random mode is just stupid. I dont think offerrings should be either, especially if it'll randomly use ones you own that you dont want to use. They should be disabled and just give chaos shuffle a 50-100% BP bonus to compensate for lack of BP offerrings.

Then the killer has an advantage if they can choose their strongest add-ons, but survivors can't choose items, leaving them with randomized garbage against a killer who uses meta add-ons. Nope.
I don't want sweat mode 2.0, I want a fun mode.
I'd also be fine with deactivating add-ons and items. And offerings too. Not a problem, not at all.
The main thing is that players have fewer opportunities to sweat, for that we have the normal 1v4.

In all fairness, some of those killer addons are just straight nerfs. Getting THOSE addons would feel awful.

At least no mither has a positive effect too. Alot of addons just nerf your power and give a BP reward.

I mean this with respect, but the community asked the developers to take time to fix bugs and improve the game’s health. That is where the focus is now, and this is a placeholder to fill time. I am happy with whatever we are offered if the end result justifies the boredom.

No, and it's still not understandable now.
There is no point in a CHAOS shuffle if you can just bring OP toolboxes and Killer item combos every round.6 -
I played 12 games of Killer and 4 games of Survivor in the Chaos Shuffle, and no joke, more than half of the Survivors brought Medikit with a Berry Rare or higher add-on. There is no reason not to bring it in since it adds or treats one Survivor health condition for free.

Really boggles the noggin. Iterating on and continually improving these modifiers through those iterations is something the devs outright stated they would want to do, and yet Chaos Shuffle remains wholly unchanged the fourth time around. When randomizing items, add-ons and offerings seems like a completely obvious no-brainer improvement.
People being able to choose their items and add-ons as well as offerings (usually meaning: the map) completely goes against the very concept of what makes this modifier fun and interesting: the chaos, the completely non-standard loadouts and the non-standard gameplay that yields. Even getting bad or the rare detrimental stuff (of which there is so little that it really is not a concern) is part of the appeal. It's fun to load in with No Mither or Object + Scene Partner and try to make it work. The same would be true when loading in with Speed Limiter or the like. It's funny, in a fun mode.
Plus, with map offerings set to be getting nerfed, what better time to test-run how people like the game when the map is random every match? That not even at least disabling map offerings in this mode is a change they've thought appropriate is wild to me.
Personally I would even go further and randomize cosmetics as well, even including ones that players don't own. Not knowing what your character will look like until load-in would add more chaotic excitement and hilarity to the mode, and it might well end up leading tons of people to buy a cosmetic or another because they liked it in the trial. Hell, they could even randomize the procedural generation of maps with this as well. Or maybe simply use mirrored versions of the maps that can randomly appear.
Alas, it seems we have to settle for what may more aptly be described as "moderate disorder", rather than chaos.
What I find almost equally disappointing is that BHVR never shares stats on this modifier. Killrates would obviously be neat since this would tell us a little bit more about base balance (everyone using random perks means the stats should more closely resemble the balance of a "perkless" environment), and seeing the top 10-20 perks with the highest kill and survival rates in this mode would be even more interesting, since with the completely random perk selection these stats would tell us a fair bit about how valuable perks really are on average (ideally these would be distinguished further on a per-killer basis, and given with both personal and group survival rates, like I had suggested in this thread: https://forums.bhvr.com/dead-by-daylight/discussion/437560/chaos-shuffle-stats).

maybe the chances of getting unlucky conbos would be even higher? also i personally wouldnt be able to tell what the effect of the addons were aside from the most obvious ones. actually, i dont even know what some perks i dont have do. 😶🌫️

Of course, it can happen that you get extremely unlucky combos.
In another match, you'll get extremely lucky combos.
That's the very definition of chaos.
In chaos, you sometimes get lucky and sometimes unlucky.
What we have now isn't true chaos, and I don't understand why they called the mode "Chaos Shuffle."
They could have just called it "Perk Shuffle," that would have been more accurate.

None of this is confusing. Randomizing addons is massively survivor sided, because a lot of killer addons make the killer worse, and some killers feel like garbage to play as unless they have specific addons.
Furthermore, if a survivor is given a random item they don't want, they could trade it with a teammate, or potentially find the item they want from chests.

How will this work? Will Items and Add-on be free to use in the mode? If not, people are going to risk using up limited quantity Add-Ons in a temporary mode. It would just put Killers at a disadvantage.

It would have been really fun if they could randomize everything in this mode, such as survivors, skins and even the killer.
Random perks, random add-ons, and random items would have made it so much better. - Of course, with some restrictions in pace to make it fair on both sides
Disable map offerings and the higher frequency maps, so that everything is truly random. BP offerings could be allowed
