New Game Mode Idea - Perk Points
So I have a new game mode idea that I would personally find interesting, and would encourage players on both sides to use perks that they wouldn't normally use.
So the idea is that each survivor & killer would have (as an example) 12 perk points to spend on perks before going into each match.
So each perk would be categorised into 5 different levels, with the highest level perks (e.g. Windows of Opportunity) costing 5 points, and the lowest level perks (e.g. No Mither) costing 1 perk point.
And each player wouldn't be limited to just 4 perks. And in many case, they could go into a match with just 3 perks.
If a player chooses all lowest-level perks in the 1-point category, they could in theory go into a match with 12 perks, although all 12 perks would theoretically be terrible.
The biggest con for this idea is that everybody would disagree at the rankings BHVR would categorise the perks at. So my suggestion for this would to initially rank the perks based on usage rate, which would limit the amount of complaints somewhat. And based on analysing the match data, BHVR could amend the categories for some of the perks if they seem too strong/weak for their point category.
For survivors, as I'm writing this, there are currently 149 perks (I think, correct me if I'm wrong). Here is how I would spread out the perks ranking system based on usage rate:
5 points - Top 10 perks based on usage rate
4 points - 11-30 ranked perks based on usage rate
3 points - 31-60 ranked perks based on usage rate
2 points - 61-100 ranked perks based on usage rate
1 point - 101-149 ranked perks based on usage rate
I'm not 100% sure how many killer perks there currently are, but a similar spread based on their numbers could be used.
A player could choose three 4-point perks (to make 12 points) and just go into into a match with 3 perks. Or they could have two 5-point perks and a 2-point perk. Or they could go with six 2-point perks or twelve 1-point perks. Or maybe go with one 5-point perk and seven 1-point perks. I think it would be interesting to see the wide variety of choices each player would make going into these matches.
It could be chaotic, it could be killer or survivor sided, I'm not sure. But as it would just be a 2-week game mode, I think it would be really fun and interesting to test this out.
The specific numbers I mentioned above are just a guide, but the idea of the game mode is the main point.
What do you guys think? Is there a blatant flaw with the idea that I've missed, or do you think it would be fun and interesting like I'd think it'd be?

This idea comes up every now and then. I think the biggest problem, presuming coding wasn't even an issue, would be on the killer side. The strength of certain perks really varies based on the killer so if we're going off usage rates a perk a killer who can make use of the less used perks would be in an incredibly strong position.

Good point. Maybe for the killer side the perk ranking could be based on each unique killer's usage rate for the perks rather than the overall killer usage rate?

I only discovered Choy a few weeks ago and I enjoy his videos!
His suggestion is actually really close to my suggestion.
I'm not saying this suggestion should be implemented into the main game, but as a side game mode, like with 2v8 or chaos shuffle. BHVR could introduce it for 2 weeks and see how it plays out. If it flops, it flops. But then we would just simply never see it again. I can't imagine it would require too much effort in creating a system like this for a one-off game mode, but I think a lot of people (like myself) would really enjoy customising our perk builds to suit the system, and I'd enjoy seeing what the other players' builds would be in the end game screen.

What I mean is that they have a set point of 15 in the game to avoid people using op characters that can do heavy damages. Your plan is pretty much what they implemented in the game.

This has been suggested before by content creators as a way to balance certain killers and perks. For example by allowing killers like nurse to only have a few points whereas trapper might have a lot, so you can't take that many really good perks as nurse and can take a bunch as trapper.
Here is the problem with such an idea.
BHVR already can't properly balance perks or killers, so why would you add another element to the game that they will probably get wrong? Usage rate are not a good way of doing it either because some regions for example have an entirely different meta where self care is a perk that all 4 survivors take and they all self care in corners of the map.

Just to make clear that I wouldn't suggest to implement this into the main game, just as a side game mode.
I wouldn't differentiate the number of perk points between killers, just that the perk rankings per killer would vary, but each killer would still have the same number of 5-point perks and 1 point perks, etc.
Of course, different people see perks differently. Every content creator has done a perk tier list at some point, and each creator has a slightly different tier list based on their opinion. So Initially the perk points should be based on player usage rates, and then over time the points each perk has been valued at can be amended.
Using your example of self care, this is definitely a top 10 perk in terms of usage rate, therefore it will be a 5-point perk in my suggestion. So people who see self care as meta may still want to spend their points on bringing it to the match, and the ones who don't will just simply not ever choose it. So I'm not sure what the problem is there.
