"Scourge Hook: Jagged Compass" + "Gift of Pain" doesn't work, but "Floods of Rage" does.

When using Jagged and the normal hook converts into a scourge hook, GOP doesn't proc unlike Floods.
XBOX (though an issue on any platform, as was tested):
- Equip both "Scourge Hook: Jagged Compass" & "Scourge Hook: Gift of Pain".
- Survivor gets unhooked from a normal hook, converts into a scourge hook.
- Survivor isn't affected with any of the GOP properties.
