How long until reported hackers are dealt with?

So, we came across this maphacking killer today and his profile comments are littered with complaints about his wallhacking since early December (presumably not his first account). How many people have to report this for something to be done?

I added a speedhacking survivor that speedhacked twice against me in early 2017. He still plays DBD from time to time

Depends what the video evidence shows.

If EAC doesn't pick it up it needs to be hown on video without a shadow of a doubt in the devs minds or they won't be banned.

The difficulty in proving wallhacking is that you need footage from 2-3 survivors in the same game, to show the killer beelining from person to person. There should be a trigger that after X volume of reports on account over Y duration of time (minimum 2 weeks or 1 month) there is footage recorded Z times and reviewed by dev- really not difficult to setup. What would it cost for that kind of storage space, maybe 5-15k a year- even if they don't use AWS S3, there's plenty of cheap solutions out there.

If the reality is that dev won't do anything about it unless you're able to provide all of the evidence yourself, then they might as well remove the cheating report button entirely- it's a lie.
