Dying state healing and wiggle bar

Not sure if this is a good or bad idea yet so let me know what you think. when I'm playing survivor it kinda irks me to have time to heal almost all the way up when in in the dying state while the killer chases others around, no one comes to rescue me, I get hooked and then die because no one rescues or it's my last hook. It would make sense to me that the more you mend yourself the faster you should be able to wiggle from the killers grasp. Now I'm not saying they should be equal in mend to wiggle but it should definitely accelerate it a fair amount. If the killer wants to leave you there and go off chasing others he should have to pay a penalty for it. Even when I'm playing killer I think it's a bit unfair that I can use Deerstalker and watch survivors try to mend my victim while I come back and tag the person healing them, down them and then carry them both to hooks. Just an idea.

Devs talked about a perk which would add the X amount of healing to your wiggle bar. Lets say that you were able to heal yourself up to 80%, your wiggle bar starts at 60%. I don't know what happened to that idea though.
As for base mechanic? I don't like it. Slugging is a way to play and only good killers can execute it well enough to benefit them. Others just lose their hooks for no reason. You can't expect killers to not camp, tunnel and slug honestly. Most of killers don't have potential to get 12 hooks in a match. Slugging helps them stalling the game.

A perk makes sense to me rather than an overall mechanic. It should be a 1 time use like decisive strike though or it would be way too OP. I hate campers but I understand them. It just let's the rest of the team do work while he secures 1 kill.
