Yeah I get that, I can definitely see how Chucky would not be rated as highly in a scenario where survivors really pressure generators hard. The disconnect I have is that he was seen as one of the worst in the game.
Chasing is primarily done to buy time for generators here, too. It's not like survivors wait around and watch the chase happen, unless they are trying to position for a flashlight save. Getting a survivor on the hook is one of the strongest methods of applying pressure to survivors, and Chucky was very good at doing that.
Chucky was even regarded as strong by professional players in competitive settings, and they were most certainly applying generator pressure.

I will tell you that westerners from my experience focus on farming points at your expense. As you have mentioned that generator progress is prioritized to ensure exiting, many players in the western servers attempt to play for the flashlight save or some playstyle that ensures you struggle off the killer's shoulder or a sabotage build. The especially bad ones are always hiding and doing nothing. Then you have those that immediately go to save you to get that 1000 bonus blood point at your expense even when the killer is within range. But, just like how NA players never gets to the finals of major competitive gaming, they also fail at this game pretty hard…so it is to be expected. Hence, why you have so many whiny killer mains that need free hits.
Also, you mention some of the more common perks that Asian players pick. However, I can tell you that NA players commonly and almost at least 2 of the players in your lobby never pick an exhaust perk (SB) or some sort of guarantee temporary survival perk (OTR, DS). The always pick 4 B tier perks to play for FUNSIES.0 -
In Japan, one might say that a situation where survivors are hung from hooks cannot be that much pressure.
The time between executions is longer, and if the killer is targeting camps, there is even less pressure on the entire map.
If rescue is difficult, the priority may often be to ignore the hanged survivor and concentrate on the generator until the gate is liberated.
Also, Chucky is not very popular in Japan, and there are not many players who can use it.
There are a few players who try to master a killer that is not suited to their environment.

European servers too. Way more emphasis on being competitive than simply having fun.
You want to play killer? - Here, have a Seal Team with only second-chance perks and godlike add-ons.
You want to play survivor? - Tunnel City, and teammates who hides around in a bush on the outskirts of the map.
At least, this is how 70-80% of my matches feels like.Then you have the odd chance of getting someone who just want to have fun, and you get situations where you can just chill out and enjoy the little details that are put into the game.
By the way, the faces survivors were making when struck by Pinhead chains were priceless.2 -
I think play styles reflect cultural differences of regions. Asian region(at least "main" countries Japan, China and South Korea) is very invidualistic and competitive, do anything to get an upper hand, were EU is a lot more altruistic and people help each other out. This is why as other say in Asian servers people straight up open gates and leave while in EU if someone leaves and don't go for endgame unhooks is considered a bad player and is hated. Many games I had were 1K turned into 4k because people didn't want to let anyone to die.

I can't really speak of the difference between NA and Asia as it's hard to get a good feel of a match on very high ping, but as an NA player who sometimes swfs with European friends on EU servers, I can confidently say that the level of play on EU servers is just way higher than on NA. At the same MMR, people who play a lot on EU servers are generally more skilled and the matches are more interesting. I think it's true that a lot of NA players are casual. It's mostly console players, who want to relax after work or school. And when playing killer on NA servers, even when facing survivors with several thousand hours, some of them still don't know what certain perks or add-ons do. Game sense is another one, I've seen a lot of players who don't seem to understand that "how did they know I was there?" doesn't mean someone is wallhacking, it's probably just that they know how to play the game so they check the most likely places first.
I've also seen so many teams on NA where when someone gets unhooked, everyone just stealths forever, so the only survivor that the killer can find again is the one who was recently unhooked, and then when that person inevitably gets tunneled because everyone else is hiding, the whole team complains in endgame chat about how the killer is a dirty tunneler…. which, in many cases, the killer went into the match with the best of intentions, but if the only survivor they can find is that one and nobody is coming to take hits, what are they supposed to do, stand there and do nothing? I used to swf with a guy who brought old distortion to every match, but was also the first to give up and disconnect at the slightest indication of tunneling… which he was very much causing by hiding while his teammates were vulnerable..0
