Are killers only allowed to hit gens with regression perks twice?

I’m running Pop and Scourge hook.

I’ve noticed that after two times of use on the same generator the entity will then block any further use of those perks and make my gens hits basic.

Is this correct or am I missing something?

If that’s the case then that’s so friggin stupid like how much more help do survivors need in this game?

    I think there’s a visual bug where sometimes the spikes won’t retract, but you can still kick/regress the gens.
