Is Duty of Care bugged in PTB?

I’ve tried testing this perk out for several matches and it didn’t appear to work when I take a protection hit. I’m always healthy and I take a hit right next to a teammate. Nothing happens. No haste for teammates.
Anyone else having this issue?

I think it's bugged at least with a couple of killers' M2 powers (like Demo's shred or Artist's crows) so there's that.
