Houndmaster changes still doesn't fix the biggest problem she had.
(After discussion, I honesty have changed my mind more on this topic about the cooldown.)
This current change just makes her feel even worse. You cannot punish survivors predropping pallets instantly against you anymore. The first vault jump feels like release version! I'm fine with the 2nd jump being slower, but feels horrible when now you just eat predrops and you are forced to redirect and might miss. There's a lot of killers able to punish predrops like this, but for her, this is gone.
And the worst offender… She has even more bugs in this patch!! Her camera lags and goes foward sometimes when using the chase command without redirect. And changing between chase and search now makes her stuck in place sometimes before being able to move.

I disagree, her power is already very difficult to hit, if it had a long cooldown it would be very punishing and she would be used even less.At most they could increase the cooldown to 5s only when you hit the dog and the survivor takes a hit.

Yes, it is very difficult to use the dog. It has a very restrictive hitbox and is very easy to dodge.

I agree, there's a lot of maps that still gets stuck for no reason and feels restrictive, so I completely see your point about the cooldown too.

Well, there is a reason why the cooldown is so low: the dog takes inconsistent amounts of time to return to the Houndmaster, sometimes a LONG time, and the power only recharges once the dog is back. When she was first released, you had to wait for the dog to return and THEN for the whole cooldown to be able to use the killer power again, it was awful.
I think the ideal solution would be a longer cooldown, but one that starts recharging one the dog starts returning to you, not once he finally joins you. If it finishes recharging before the dog catches up to you, then it immediatly becomes available when you're reunited. This way, it would be more consistent.
But I must say, I think the Houndmaster's actual biggest problem are the bugs. And reading in this thread that she has MORE bugs now… 💀. Oh boy, she really is the new Twins, isn't she?

I’m pretty upset about the nerf, if you predicted the pre drop you could punish it, now that’s gone.

Yep, she has had different new bugs almost every patch since release, specially with the search path taking even longer paths instead of shorter ones. And I agree too with that solution you discussed!
