Are Rift Fragments bugged?

I started to notice that I am not getting ANY amount of Rift Fragments by playing at this point, and I am wondering if Im doing something wrong.

I think that at this point is a bit obvious that I am NOT getting anything by playing, no matter if I escape or I die. I would like to know if this is a bug or there is a cap of how many Rift Fragments you can get now. Thank you

It's definitely bugged. I was getting them from xp but not anymore.

Whether its a bug or not who knows. But you need an active quest for your role to get rift fragments via xp.
