2v8 matches killers

I played a lot of matches as a killer and i saw in many of them the same problem , in a lot of matches the other killer was inactive, my hypothesis is cause if a big waiting period some people just leave it searching for a match and they do other stuff BUT that ruins the whole game experience, i think killers should be obligated to press ready when they find a match or be replaced with someone who is available.
