I was playing a round where the killer's ping was well into the 300s. All of a sudden my game freezes up, the background sounds still going, but this popped up on my screen?

What is this, and why did I get it? Was this because someone was clearly using a VPN or what?

I also had to quit my game via task manager as I was unable to do anything on the screen.
