Remove Axe Prioritized over Unhooking

So here I was on the PTB and pebbled Springtrap so I could go for the unhook, but he was lurking around. He threw his axe and I went to unhook anyway. Well, the "Remove Axe" prompt was prioritized over the Unhook action. I know you can unhook with Victor on you so you should be able to unhook with an axe embedded in your back. Maybe a bug? I double checked keybinds to see if I had something wrong.
