Has something changed in regards to matchmaking? - New players / Incorrect regions
While playing survivor over the past two/three days I've noticed (and I'm not exaggerating, this isn't hyperbole), the vast majority of people I'm being matched with and the killers I'm playing against have less than 100 hours playtime, as in, almost all of them, 9 out of 10 matches this is happening. I haven't suddenly lost a bunch of games so that my MMR should have decreased so drastically, I don't understand it at all.
I have 3,000+ hours playtime and it's really sucking the enjoyment out of the game for me to be matched with people who are still crouch walking around the map and terrified at the sound of the killer's terror radius, it's resulted in WAY more losses than usual as new players just do nothing and/or hide all match (not knocking them, we were all new at one point) and it's seriously demotivating me from playing the game at all, it's miserable.
To add to this, I'm on EU servers (London/Ireland specifically) and I'm constantly being placed into lobbies full of people with 200+ ping from America and who knows where else, 11 out of my past 13 matches have been exactly the same, brand new players on both sides with ridiculously high ping on EU servers. Why are Americans being placed on EU servers? This is a bad experience for the entire lobby.
Has something changed in regards to matchmaking that I might have missed??

In a standard solo lobby BHVR likes 2 good survivors with 2 bad survivors (compared to the skill level of the killer).
This means you are likely to get a lobby of 2 console and 2 pc… obviously that means 2 good and bad pc players ;)
There are exceptions to this however such as with a good or bad 3 man SWF.

I get that, however, I'm getting back to back lobbies of brand new players on both sides. I just came out of a match against a killer with 11 hours who told me he bought the game a few days ago and my teammates were three survivors who collectively had less than 50 hours.
Almost all of my matches over the past few days have been this way.
Edit: Just queued up for another match, checked the Steam profiles of my teammates in the lobby, all under 30 hours playtime, left the lobby. It's ridiculous.1 -
Are you play in Chaos Shuffle or normal mode? It's possible matchmaking is turned off for CS but normal mode should be business as usual

I've given up trying to divine the workings of DBD's bemusing MMR system.
But I think what's happening is that a lot of new players bought the game in preparation for the FNAF chapter and they've all got to be matched up with somebody. Sometimes that's going to be with experienced players. I've had a similar mix of players which has included some very new Killers and what felt like decent Survivor teams.
I think the lobbies are going to be a little uneven for a while after FNAF drops. Put Babysitter on and play for the hatch when things inevitably go south, I guess.

I have noticed the region matchmaking issue, I and people I know have both been put on wrong servers with crazy high ping both in public games and custom matches

The matchmaking has always been this bad. I have about 2,400 hours in the game, escape probably around the average rate for solo queue survivor, yet I am constantly getting matched with brand new players. I know it’s not due to lobby backfills. The matchmaking system is simply non-functional and it has been as long as I can remember. The only thing you can do is find another lobby.

us east player here, i would love to stop being sent to your servers. Idk how this hasn’t been addressed its been a problem for months now.

I can only add that there are actually a lot of newcomers playing in London/Dublin, unlike Frankfurt.

I'll have to try Frankfurt because this is absurd. Virtually every lobby I'm placed in has me with teammates and killers who have anywhere between 0 (quite literally) and 100 hours playtime, it's miserable.
In my last match just a few minutes ago a Claud spent years healing herself with level 1 self-care. I got married, had kids, watched them grow, watched them raise my grandchildren and she was still there self-caring when I returned.0
