Are these perks meta?

Thinking builds as much as I can that doesn’t use meta as much as possible.
I was wondering these perks for both sides are meta, not good enough as meta but a decent perk, or just simply underrated.

Killer perks
Surge, Bamboozle, Brutal strength, Rapid brutality Coup de grace, Save the best for last, Eruption, BBQ and chili, Mind breaker, Discordance, Enduring, Grim embrace.

Survivor perks
Alert, Inner focus, Dark theory, Shadow step, We'll make it, Second wind, Quick gambit, Blast mine, Finesse, Resurgence, Bond, Vigil, Lucky break, Lucky star, Hope, Trouble shooter, Overcome, Pharmacy, For the people, Clean break, Openhanded, Scavenger, Empathic connection, Bloodrush.

    What were mildly sure is "meta" from the list:

    Killer: Surge (any m1 killer), bbq, Grim embrace

    Survivor: we'll make it, (Possibly) bond

    The rest in both lists are some form of decent or workable with possible exception of scavenger...we personally haven't had a good use for it.

    On the killer side - not THE meta, but often played perks regardless.

    On the survivor side - nah. Perks like Clean Break will stay in F tier for some time.
