Disconnection penalty? That sounds wrong.

So if one disconnects every two matches, he gets the minimum penalty each time?

I think your penalty is now equal to the number of times you disconnected in the last 20 games.

No. If someone DCs every two matches, they will get a DC-Point every second match.
DC Game 1 - 1 point
No DC Game 2 - 1 point
DC Game 3 - 2 points
No DC Game 4 - 2 points
And so on.
So if you DC 5 times in a row, you have 5 Penalty Points. You keep those until you play 20 matches. Then when you play the 21st match, only the last 20 matches will count and you will have 1 Penalty Point less. At Game 26 without any DCs you will have 0 Penalty points, since the first 5 games are not counted anymore.

So:
DC: +1, total 1
play: -1, total 0
DC: +1, total 1
play: -1, total 0

No, you save those points. And the first point is only removed if you play 20 matches without DCing, since only the last 20 matches are counted.
So technically, one Penalty Point is saved for 20 games and in the 21st it is removed.
Overall, the Disconnect Penalty is more harsh, since most players probably did not play 20 games/day.

it doesn't say that each match you play without disconnecting removes a point. It also uses the word matches because it'll take 20 matches to kick out a game you just disconnected from out of the set of 20 matches

Yeah, I was hoping for either some adjustments or a clearer explanation for how this worked, but it looks like it was just copy/pasted from the PTB patch notes.
