Having a problem linking my new steam account

hey guys I need some help so I recently just got a new pc im originally a ps4 player been playing for 5 years so I had my Xbox account linked and synced and I had a steam account added but I never had my pc back then so now when i unlink that steam account and try too add my new one it doesn’t let keeps saying “cant change account after previous one” something like that can someone help me with this? I have sent an email to behavior but they have not responded to me yet.
