Go next prevention - 2 survivors left

They made it that you can attempt to unhook when there are only 2 survivors left but it does not seem they took into account someone getting hooked in the struggle phase with only one other survivor left. At that point you are not able to miss your skill checks to die faster and allow for possible hatch escape.

I know there were a lot of comments about this situation and they had said it was taken into account with the go next prevention.

Is this an oversight or is this intentional? This should not be a thing.
