That's not adapting, that's spending a perk slot on a guess that something is going to happen.
I'm not opining on the perks or anything, just the thinking that anything that requires clairvoyance can be considered counterplay.

First off should the killer be stunned for 4 minutes? If they didn't bring a specific perk, which by the way would be single use and that they could just be stunned for another 4 minutes afterwards? The only true option against slugging is to run no mither which is something I personally do but the perk has insane downsides. Maybe the equivalent of you spawning in with only four gens.
As for for your follow-up question, should killers be able to leave when all the gen's completed? Why not?

I have no issue with an abandon feature for this too to be honest. I’d limit it until after the gates are opened, though. That way it’s effectively just like forcing them out, but now much more effectively.

Agreed for the abandon if killer slugs for 4k, and or, third person slugged gets automatic unbreakable until killer hooks

Doesn't that encourage the killer to slug for the 4K? I thought the reasoning behind the devs making abandoning when slugged count as a draw, was to not encourage that gameplay loop, by make slugging all survivors a win condition for killer.

The killer controls the flow of the match and has the most effect on the game just by design.
I don't see why they couldn't add survivor being able to dc when slugged for 4k and killers being able to dc if the exit gates are open, we're also talking about a scenario where killers have already won and it's just to waste less time and suffering for the survivors.
Both changes would be completely fine, although as a killer it's not even remotely as bad since u can just open the gate and force collapse or go to the gate and hit them and get some bloodpoints, as a survivor u are just literally laying there for sometimes literal minutes and you literally cannot do anything.
This comes from a killer main too btw, this wouldn't affect me cause I don't play that way at all nor do I care if survivors teabag at the exit gate most of the time it's pretty funny and I can get some bonus BP.

Not really? We are talking about when the game is basically already over, 2 survivors left and the killer wants the 4k

yet the killer is limited to 4 slots and is up against 16 separate perks.
yes it is a skill issue

the killer has to do the same thing against more people with the same amount of slots x4 also it is adapting actually because if people are slugging and it's a known problem to counteract this you put on a perk that counters it

Okay, so let's say you bring anti-tunnel and anti-slug for yourself, for example off the record, decisive strike, tenacity, unbreakable. But chances could be the killer doesn't do it that game, or ironically, tunnels SOMEONE ELSE.
So then you might bring perks to try to help your team from being proxy camped and tunneled, like reassurance, borrowed time, baby sitter, shoulder the burden. Then YOU get tunneled. Or slugged out by twins.
You could flip flop between builds, and THEN find you need a no-scream hex totem hunting build because there's a sadistic doctor running a full totem build. And then you need a super fast healing build because it's twins again, or legion, or ghoul.
There are TOO MANY killers, builds, and strategies to counter, even with 16 perks between survivors, and this hasn't even begun to consider perks that help with chase or doing gens. Then of course there's also the perspective that MAYBE survivor players just want to have fun playing a video game, and they might bring other perks that are less optimal but have their own unique value.
Killer perks are more powerful and the killer is pretty much ALWAYS going to get value out of them. But when survivors bring perks, only certain meta builds typically see value all the time, and perks that are meant to address flaws with game design do not reliably get value.
