The answer to addressing tunneling is simple?

Killers have late game protections against anti-tunnel mechanics.

Survivors should have early game protections against being tunneled.

These early game protections can expire when 1 or 2 gens have been completed or once more than 2 different survivors have been hooked.

I think it's just that simple. Tunneling cannot be eliminated entirely and it would be bad for the game. Killers need a way to slow the game down eventually. But if they get so lucky to get a down on a survivor before any real progress on generators has been made which occasionally happens then those games can be swiftly over if the killer wisely decides to then tunnel that survivor out of the game.

Make it a little more difficult to tunnel the first and second survivor hooked and that's all thats really needed. Force the killer to play a fair game at the start of the match and then they can do whatever they want once the mid game has started.
