Why is Australia never allowed in the cosmetic contests :(

As far as I can see, there’s no major law or hurdle that would prevent Australia from entering. Other similar contests like the Pokémon TCG Illustrator contests include Australia, so why can’t this. Unless I’m missing something, it doesn’t seem like there’s much of a reason to exclude us.

Quebec is included this year and has much more strict rules, so why can’t we be included :(
