question for bhvr about clown buffs

with all my respect i am wondering who is making this decisions for killer buffs-for example how someone decided to give so much haste to clown and so easy to proc is healthy for the game ? you have consultants with a lot of expirience and knowledge but i am sure that you didnt ask them about this.can you tell me pls how anyone can keep chase for longer than 20 sec vs him ? and the worst thing is that you dont need any expirience with clown to 4k right away.there are stronger killers like blight and nurse but etleast with them you need expirience to be good with them.i am absolutly certain even i can make the game a lot more balance.i love the game,i have close to 5k hours in it but some decisions really amased me
