What is the priority of addon modifiers?

With the new fog vials you have 10 seconds of fog by default. Potent Extract halves that time and Oily Sap adds 2 seconds

But there's a difference between

10 seconds + 2 = 12 seconds / 2 =6 seconds

and

10 seconds / 2 = 5 seconds + 2 = 7 seconds

So which one comes first or does the order matter?
