Clown's yellow bottles activate faster than intended

SUMMARY OF THE ISSUE:
Currently Clown's yellow gas is supposed to activate after 1 second. The problem is that the activation is faster than this. 1 second is 1000 milliseconds, and by using VSDC video editor I was able to find out that the activation window is anywhere between 600 and 833 milliseconds (Wasn't sure if the gas is active as soon as the cloud gets a bit yellow, or if it needs to get a bit bigger and more yellow, hence why there's 2 different measurements)

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURRED:
Throw a yellow bottle as Clown. Some program to measure in milliseconds would be needed to verify
PLAYER LOGS:
Playing on Geforce Now (Cloud gaming) so no access to player logs
