Fog vials could be easily reworked to something nice

Now that they went the route of giving them only 2 uses, I simlly can't understand why they didn't just go the route of:
- Fog vials now have charges (depends on rarity)
- Hold to charge the fog vial (depletes charges)
- Release to create fog
Based on charge time, the size and duration of the fog is increased.
Now they can be used as some quick escapes in certain places by only charging them slightly but still enoigh to create a bit of confusing fog, or for bigger plays, by charging it fully.
Oh and now they can safely make Franklin's a thing again.
