Why doesn’t victor work like a regular killer when it comes to perks?
For example if I’m using Charlotte let’s say I kick a gen and I’m using the perk surveillance why can’t I see the gen highlighted in white when I’m using victor?? Another example is let’s say everyone is injured and I’m using charlotte running with nurses calling I could see their aura for 28 meters. But using victor I can’t see their auras if they are healing within that range? This has always questioned me about the twins is that victor isn’t like a regular killer.

Pretty sure its because victor counts as charlotte's "power" like how knights guards don't benefit from kick perks despite the knight himself having something like pop.

Only perks I've seen him trigger is forced hesitation

As mentioned, Victor is less a killer and more a power. Hell, the devs only added the ability for Victor to start a chase THIS year.

Originally, it was a balance issue. This killer is absolutely left in the dust due to bugs and power creep and wave upon wave of perks that hard-counter it. Unless it's exclusively meant to be played under a Forced Hesitation snowball, Twins needs both a rework AND a QOL patch that modernizes them.

I believed Forced Hesitation is triggered on where the Survivor is downed, not on killer location... so that tracks.

You're correct it based on down and anyone within the area suffered hindered.
