A niche (but important) concern about anti-tunneling measures
After reading the developer update, specifically regarding the anti-tunnel measures, it's hard to make a general opinion on how they'll play out, due to being such a complicated system.
However, one thing stands out to me as immediately problematic: the fact that the anti-tunnel measures suppress Killer Instinct.
This has the potential to have some very significant, unintended effects on a handful of killers, that I will highlight:
Legion
When playing Legion, Killer Instinct is generally not used to tunnel at all. In fact, it's the opposite, I would like to hit the unhooked Survivor and then run away as far as I can. Suppressing Killer Instinct will heavily disrupt Frenzy Chains in any situation where an unhook has occured recently.
Cenobite
The Cenobite relies on Killer Instinct to show where the Lament Configuration is currently being solved. This change will essentially allow for free box solves, without any chance of interrupting it and continuing the Chain Hunt.
Not quite as detailed, but it will also allow a Survivor to disable an active Demogorgon portal, or kick an Idle Victor completely undetected, as those are not conspicuous actions.
There are already a plethora of effects in order to protect a recently unhooked Survivor, and I think suppressing Killer Instinct has too many unintended consequences. Given Killer Instinct is primarily given when interacting with a Killer's Power, I think suppressing this might be overkill.

Don't forget if Onryo uses killer instinct as well. If Onryo teleports and a recently unhooked survivor gets full condemn, she won't get the critical information on their location in order to chase and deny a tape pickup. If that survivor gets healed to full health and gets a tape, basically they have to misplay massively to not easily remove their condemn. That killer instinct info is critical for Onryo if BHVR plans to completely hide unhook info/notifications.

I personally think Killer Instinct should not be suppressed, as Killer Instinct is not suppressed by anything - using OP's Legion example, you can get KI on people in lockers. Fingers crossed this gets changed.

Yeah, it's kind of by design that nothing should be able to suppress it. I think it should stay that way.
