Practically speaking, if the PTB changes go live, all generator perks other than Corrupt are permanently dead. That means a shift to NOED and gate blocking meta for all non mobility killers, since, with the new changes, you will effectively be unable to regress gens for most of the match if you are playing remotely efficiently.

Many perks relevant to survs being unhooked are now also going to be straight down the toilet to D tier since you won't be able to tell when someone is unhooked unless you see them.
