Elusive Status Effect
So I made a list of what Perks I think could get this new Status Effect, Buffing most of not all of them. Even if Survivors have the Elusive Status effect active they can Still Scream, be detected by Killer instinct, and have their Location revealed by Perks like Rancor, Death bound, Hex: Face the Darkness, Ultimate Weapon, and THWACK! to name a few
Dance With Me hides Scratch Marks for 5 seconds with a 15 seconds cooldown. (So add the other 3)
Deception hides Scratch Marks for 5 seconds with a 15 seconds cooldown. (So add the other 3)
Poised only hides Scratch Marks for 14 seconds after a Generator is completed. (Add the other 3)
Babysitter just hides Scratch Marks and Pools of Blood for 30 seconds for the unhooked Survivor. (Add Blocks Aura and Grunts of Pain)
Lucky Break hides Scratch Marks, Pools of Blood, and Grunts of Pain for 60 seconds. (Add Blocks Aura)
Self-Preservation hides Scratch Marks, Grunts, and Blood for 10 seconds. (Add Blocks Aura)
Parental Guidance hides Scratch Marks, Grunts, and Blood for 7 seconds. (Add Blocks Aura)
Low Profile hides Scratch Marks, Grunts, and Blood for 90 seconds. (Add Blocks Aura)
Boon: Shadowstep hides Scratch Marks and Blocks Aura while inside the Boons Radius. (Add Grunts of Pain and Pools of Blood)
Come and Get Me hides Scratch Marks, Grunts, and Blood for all injured Survivors within 24 meters of you for 15 seconds. (Add Blocks Aura)
*Off the Record hides Aura and Grunts for 80 seconds. (Add Scratch Marks and Blood). *Unhooked Survivors no longer have collision with other players probably for 10 seconds. They could nerf 80 to 60.
Teamwork: Collective Stealth hides Scratch Marks for both players that are within 16 meters of each other. (Add the other 3)
Teamwork: Toughen Up hides Scratch Marks, Grunts, and Blood for 30 seconds after the Killer has been Blinded or Stunned within 24 meters of just you. (Add Blocks Aura)
Distortion Hides Aura and Scratch Marks for 12 seconds if it is Activated. (Add Grunts and Blood)
If I didn't add a Perk is either because I forgot about it or I think it doesn't need the new Status Effect like Iron Will for example.

I don’t see the point of slapping Elusive onto every Survivor stealth perk. Elusive works best as an anti-tunnel mechanic, not something tacked onto everything. Giving every stealth perk Elusive would just feel lazy and redundant, and there is a reason these perks were not designed to stack every hiding status effect in the first place.
That said, I could definitely see some of those perks getting buffs, maybe even picking up another status effect to make them more viable. But Elusive does not feel like it naturally belongs on any of them.

They want survivors to have their own version of "Undetectable" that makes the game "more intuitive." In reality, it's just a massive survivor buff that we can lump onto all the others they get every patch.

But definitely agree some of those could benefit just stacking elusive on them to reduce wording. But slapping it onto all of these perks just hurts all of those perks ability to be unique. The status should be rare since it's clearly powerful.

Which perks shouldn't get the Elusive Status Effect on them? Most in my opinion could use the buffs. Babysitter and Off the record are the only ones I'm concerned about but I did mention it possibly having it's time nerfed and Survivors can't body block with it at first. Adding the missing effects to the other perks in some cases would be a buff but also a useless buff like blocking Aura for Parental would counter I'm all Ears or Predator. But I feel like you don't run into any of these perks anyways except Off the Record and Babysitter

The devs said not long ago that the game has evolved past stealth, so I can't see them adding this effect to perks. This looks like purely an anti-tunneling effect.

Adding to my post, I double checked the main post and they are planning to add to relevant perks. I dont think it will be all the effects though, it'll simply be the status effect showing on the screen when one of those effects are active.
