In this case, if Resilience had 100% instead of 9%, the formula would be 80 * 1, which is 80 seconds off of a generator, which is insta-repair.
The Perk instead describes the % as your own repair speed being raised rather than taking seconds off the generator.
Meaning if Resilience was at 100%, you'd repair twice as fast, taking 40 seconds off of the generator.0 -

I think Resilience is in a good spot already, maybe round it to 10, but that's it. Don't forget that you get that boost in any kind of action, including vaulting.
